As hundreds of thousands of soldiers stationed on the Bulgarian-Greek and Macedonian-Greek borders sat, political officials in Budapest were working around the clock. Although Idalo wanted the entire Balkan penisula under his control, he could not push for another war, especially when the young UBR was at the height of its power.
With remorse, Idalo sent the following message to the Hellenic Republic:
TO: The Hellenic Republic of Greece FROM: Supreme Potentate's Office, Budapest, Hungary, United Balkan Republic SUBJECT: Ultimatum
As you are probably aware, the Balkan Republic has enough divisions amongst your border to not only sweep through Greece once, but to do that and three times over. We request that we stop the bloodshed before it begins, and that in order for us to stop it, the Hellenic Republic must agree to the following conditions:
- The Hellenic Republic of Greece renames itself the UBR Protectorate of Greece. - The UBR does not, under any circumstance, have to support Greece in a war [unless Greece is directly attacked]; but the Greek people must support the UBR. - Technology does not have to be shared between our nations. - Should Greece make any large decision, it will be within the judgement of the UBR to make it; not the Greek people. - Greece will not be allowed any representation in the Spes Carta.
Further conditions may apply throughout your entry to the United Republic.

After days of continuous and heated debate, the Prime Minister of the Hellenic Republic of Greece personally handwrote a response to the UBR, urging alterations be made to be better assimulated into the Baklan sphere of influence.
TO: The Supreme Pontentate's Office, Budapest, Hungary, The United Balkan Republic. FROM: Konstantínos Alexandrou Karamanlís, Prime Minister of the Hellenic Republic, Athens, Greece. SUBJECT: Ultimatum
We, the Hellenic people, are a proud people who have resisted oppression for multiple millenia and do not subject quickly to the oppressive constraints of another foriegn influence.
However, as been seen through our history, we are willing to work together in brotherly union with other nations, and become part of their heritage. It is for the reasons of the fair treatment and that of the Greek people that we stand to issue the following alterations towards the Ultimatum sent before us.
The first contention is readily agreed upon, as a name is merely a name in itself. And through the centuries, many name alterations have been made to little consequence. Whether we are under the Hellenic Republic of Greece, or the UBR Protectorate of Greece, we remain Greece, at one's core.
The second contention however, feels that the wording should be altered slightly. It is the understanding of the Greek nation that Greek aggression need not be supported, as it is not the UBR's duty to waste Hungarian lives, or otherwise, for the prestige and expansion of another nations, and of this we comply. However, we find that should a declaration of war be issued upon Greece, it is the duty of the UBR to react, until waiting for an inevitable direct attack. As the UBR should be ready to react at first action of war, rather than waiting to the final moment, thereby causing a loss of Greek lives and a compromising of UBR security, should our proud nation fall to foriegn invaders. The Greek people, will readily support the UBR should they declare a state of war against another.
The Third contention is readily accepted, however, it is thereof implied that though not required, technological sharing will be implied for the protection of two coexisting nations who are bonded together.
The fourth contention, however, in the interests of both nations should be changed, in that Greece has the freedom to make any decision it requires to be made, however, it is readily checked by the UBR, in that any foriegn treaty made may be vetoed by the UBR, however, any large decision made within the nation and boundries of Greece should be restricted towards the Greek government. As it does not readily affect the people of the UBR.
The final contention will not be accepted under the terms that Greece wishes to enter this treaty as a brotherly bonding between the two great nations of the UBR and the Hellenic republic. Allowing the Greek people to stand a second class and not understand and have the same rights excercised by the UBR should not be permitted. It would be in the best interest of the UBR to accept Greece as a brother rather than enslaving it, as a benevolent bond is far better than a forced and falsified dominance.
