You obviously can't fight a war without cash, nor can you run a country. If we can find a way to implement money for just military matters, say buying new technology and expending cash to build more weapons, it would be nice.

Metty, if you can design it, I'm all for it. I'm just running my economy on how economically advanced Hungary is. Of course with the EBA and the BASRAT, they're starting to turn that wasteland into a powerhouse.

Maybe each country produces a certain amount of credits in a week, and we could go through a generalization that a certain unit like an aircraft carrier or an MBT costs a certain amount of credits?

How about all base nations(the one you begin as)produce 2 million credits a day. All additions to your empire produce an additional half-million to your base net. All nations can start off with, say, 10 million. You can use this money to add men to existing divisions(we'd have to put a limit on how many men that can be in a single division), tanks to tank divisions, aircraft to wings, and so on and so forth.
Adding men to a base infantry division wouldn't cost much, say, 1,000 per 100 men with a division limit of 30,000 men. Adding 100 men to any division would always be 1,000 credits.(this goes for crews for tank/aircraft divisions)Replacing/Adding tanks or aircraft would cost more to build. However, Guard divisions are extremely well trained, and should cost more. We can more fully discuss the prices and limits later.
Trade with allies would also generate cash. Say, for every nation you're trading with, you get an extra 50,000. For example, Germany is currently in a trade agreement with Slovenia, Poland, and Hungary. This would generate an extra 200,000 credits for Germany. We should put a limit on the amount of nations you can trade with, to be discussed later, as should the exact amount you get through trade.
Obviously, this allows trade of technology and perhaps even territory for large sums of money. Selling off the blueprints for some cash can quickly bolster an army.

Alright. Well, at least get crackin' on Croatia. They don't have a stable air force, so just post casualties or whatever. See my posts I did by RotW for examples.

Your system sounds nice but its just a no go. The problem is it ignores the population which respective countries have. For example, Slovenia has a bit more then 2 mil population. Are you gonna tell me ill be able to build up a 4 mil army beacuse I have enough credits for it? Sounds like a C&C: generals type of RTS system ;D
I think we should have a set percentage of ones population be the military and then divide it accordingly. What kind of weapons the country will have will depend on Mercantilism.
As for the effects of war on the economy, I think we should just use our common sense. You cant expect your economy to be flourishing after several years of war.
