With Serbia and Romania's swift and hostile takeovers, the UBR began to improve the situation throughout the countries. They promised instant civil and political rights, and contributed in local elections to help run the Republic as one. With the institution of the Carta Spes, it was clear that the people within the Republic were happy and joyous of their new leaders, and proud to be instituted in the new UBR.
