The Republic of Tunisia, noting the increased militarism and imperialism of European powers in Africa and the Middle East, proposes that the countries of northern Africa and the Middle East unite to form a common defensive entity to aid each other in time of war.
Section 1. Purpose.
With the world becoming increasingly less stable and European powers more aggressive than ever, the subsequent threat to the Middle East and Africa is also greater than ever. The nations of this region need to make a collective effort and unite, both militarily and economically, to stop the intrusion of foreign powers into their lands. The MEDL is not an offensive group engaging in pointless wars of conquest or to seek open war with other states. The purpose of the MEDL and its primary consideration in all things will be the preservation of the sovereignty of its member states and maintaining peace in the region.
Section 2. Structure.
The MEDL will be a democratic organization, with each member nation having one representative. Each representative has one vote in all matters. Every two years a new chairman will be named to conduct the procedural affairs and publicly speak on and announce decisions made by the MEDL. He and the nation he represents have no more power than any other nation.
Section 3. Responsibilities.
Each member state of the MEDL has responsibilities to its fellow members. First and foremost is aiding each other in time of war or strife. If one member nation of the MEDL becomes engaged in a war, foreign or otherwise, its fellows are obligated to render as much aid as possible and vice versa. Member states are expected to meet reasonable requests by fellow members and the MEDL as a whole.
Section 4. Benefits.
The MEDL provides its members certain benefits. Besides being a member of a united strategic coalition and the benefits associated therewith, member states have free trade with other member states. Joint military exercises and training will be the norm between MEDL member states.
